Why is faking a serve allow though? It's different from a bad toss where you can catch and restart. This is intentionally disrupting and hindering like yelling out or hitting their racquet on the court before someone hits the ball.

I advocate for more under arm serves. It adds variety, and you shouldn't tell any player how to serve. But, if you fake and don't deliver it should be an automatic fault. This is sports, not a circus!
