I think payroll taxes are the worst for the economy because they unfairly target a segment of the population without affecting another segment. Also the specific purpose of them is to provide for social security and Medicare benefits which are diminishing. When the system was first installed social security income was meant to be sufficient. Now no retirees can afford to live on social security alone, so other supports are required.
