I don't think this will work because most of these countries have a religious imperative to produce as many children as possible. They are also hostile to the west and hate them controlling their culture. Two options are available 1. Go in with our military and force birth control on the population. 2. Build fortress Europa and allow these countries to implode while saying I told you so. Neither of these is going to happen. We can make policy videos all day but it doesn't matter because we don't have power. It will be a civilizational collapse followed by mass migration into Europe. No one can stop it.

Your pay them to get sterilized program would never work.
Not enough people would join the program for it to even make a dent.
Further more those who join the program would just designate people in their family to have more kids while they get the free money and share it.
