For the disadvantages of carrying out a census, wouldn't the point about having a large volume of data to process be the same as the point about the process being time-consuming (and expensive)?

Also, I don't fully understand why a census can't be used when the testing involves destruction. For the biscuit example, can it not be used because by opening a packet you're affecting (decreasing) the population size in the process? Why wouldn't this be a disadvantage when taking a sample?
