The only issue is this is only to look everything uniform. The actual value stays the same.

Is there any way to change the actual value as well ?

I need to add the leading zero's, but when you look/click in the formula bar (typing bar), the zero's aren't showing up, so technically they aren't really there. The system I'm doing this for needs the leading zero's to also physically show up in the formula bar (it is trying to read zip codes and all of the east coast zip's in my report are causing errors because the beginning zero's aren't really there).

ok,
but I have numbers from 5 - 15 digit in the same column. And when I need to use some data from already created excel tables in my new excel table I need to put "0" manualy with " ' " in front of zero.
I cannot convert coulumn to "text", because I need these data for several other reports, and it must be "General" (format), otherwise it won't work.
my question is:

- How to put one zero in front of already created number with diferent digit? Is it possible or not?

I cannot format a whole column to 15 digit (as you did), because it won't work in some other systems (not excels), such as old Oracle programs or IBM programs

p.s. I do my work manualy, and it takes me 15-20 minutes each day ... :(

when we double click the cell with the leading zeros, the zero is disappearing. i want the cell to be saved as text. Its creating problem when i use this value for lookup.
