Starting A Garden Bed From Scratch- Shorts

I needed room because I didn't have enough space for more peppers so why not start a new garden bed? Ideally the first step it to test your soil out but for the beginner just start! Shorts

I need to do that for my bucket of seed potatoes. They literally look like white tentacles growing out of them. It's creepy because they were on my kitchen table and without water were somehow growing anyway. Even had two long green stalks grow up to reach the sun. So, I may have to just create a potato bed for my Alien Potatoes.

I have an area in my yard I want to make a garden out of. If I rip out the part of my lawn should I put cardboard down and then start with new soil or can I remove the lawn and amend the soil ?
