As if Ethereum was the only blockchain to support NFTs - On wax you can create / list / sell any amount of NFTs for free through Atomic Hub. You do need to "rent" some ressources from the wax blockchain by staking some wax, but $10 will enable you to mint 100s of NFTs and you can get it back once you no longer use the blockchain.
