Why not open to the Irish diaspora? Many people of Irish descent have been raised with a love for Ireland. The current requirement to have a grandparent born in Ireland may be too prohibitive. Most of us have great grandparents born in Ireland. In addition, you could set rules that the people have enough income not to be dependent on the government for sustenance.

There are countries that are either paying incentives or giving away free homes in more remote areas but you have to already be a citizen of the country. People see the videos and get all excited but it is usually not for foreigners. Over the years people in these countries have moved closer into bigger cities, leaving the smaller towns and villages kinda empty. Sometimes the job options are limited too, perhaps if you are retired or are able to work remotely.
