Hey there was one update (1.17.1 I thought not sure) where they already changed the height limit (and depth limit), but there was still nothing below 0 thus allowing people to build in the void at that moment in time. Someone even beat the game with only a bonus chest staying below the void until going to the stronghold

Break the bedrock PRE 1.18, then update to 1.18+. You can then place under bedrock because the y limit was lowered
