It totally started as an ironic phrase. Nobody would take kindly to being called a hag, so "hag love" is amusingly contradictory. Eventually it stops being a contradiction. But also... I wouldn't use the slang of my childhood with people 20+ years older than me, no matter how ancient they and I have become.

I feel like I only ever hear it in weeb-adjacent spaces (mostly the vtuber space). I think it's meant as a translation of the Japanese "Babā" which gets tossed around a lot in anime (usually in the context of like, a young woman who feels like she's getting old being teased by kids/teens) and doesn't seem to have quite as strong a meaning in Japanese. It always does shock me when it comes up though, it feels incredibly mean and dismissive.
