Are numbers essential for counting? Probably, in a world where we don’t just want to know if something is good, but exactly how good. But it wasn’t always the case.

If the answer "that many pebbles" is a valid answer i can just say "i have that many coconuts".There is no difference between pebbles and coconuts mathematically. Its just a convenience issue and not worth to mention from mathematical perspective?

Eventually you will need to know how many pebbles. Because otherwise all what you can say is if there are more pebbles than coconuts or less and I bet this will be hard with many coconuts

Tim is wrong. They didn't have the "notation" for numbers. But the numbers were in their mind, as number is first an abstract concept before it finds it's notations!
