The funny thing is that the location he showed actually can respawn them every 3-7 in-game days. 😅😂

Time for the manufacturing glitch...
Build a conveyor belt with a power hook-up, attach one of those U-bend belt lifts to the end of it, a down ramp to that, and power it up. Drop any item (X-cell, You're SPECIAL!, that cure-all from Vault 81, immortality serum, basically anything you can drop) onto the belt and try to pick it up right as it goes into the lift. Rinse and repeat until you get the hang of it and have a many as you want.

You can also buy them from Soloman in diamond city occasionally if you’re high enough level.

So one can be found in the raider filled apartments in Boston. I don’t remember the name but it’s close to the shamrock tap house. It respawns every 3 in game days I believe

There is another one at the pool terrace on top of the harbormaster hotel. Behind the shop counter

Wolfgang (the chem dealer who has beef with the mom and son that operate out of the diner) sells 1 X-Cell every so often. I prefer to settle that dispute peacefully so I can access two merchants instead of just one.

I was today years old when I realised the X-Cell is a play on the word ‘Excel’. Because it makes you excel in your stats!

there is also One xcell in the University Point pharmacy, but UP has synths and the pharmacy has ghouls

I always grab these because they're an easy 100 caps each. I never keep drugs, they're a half weight high cap item. They're free money like all the non-ballistic ammo.

You can use a mod where you can craft it by combining every basic chem to make it like buffout mentats psycho, jet, daddy-o, calmex day tripper. And ect it’s more balanced for what x cell does.
Not that x cell is balanced in the first place but whatever.
