I would also assume that the design includes what purities it can tolerate, kinda like high-performance engines need high octane fuel. It would make sense for the Empire to use designs that can tolerate cheaper, low quality gas and/or crystals to reduce cost as they are mass producing weapons for a galaxy scale force, while smaller more local militaries use mid quality and elite groups like the Mandalorians insist upon the highest quality equipment, so only they end up with rare yellow/white bolts.
