You can get her mom to help her with the candy. There's a level 10 cotton candy that gets people abducted by aliens and it's super expensive to buy with a mark-up. You could also get Penny to sell Ice cream and lemonade because kids can do those things as well.

I have a sim with a candy store. Here are some things I found helpful. Put a fridge next to the candy machine. They will put the candy into the fridge and you can move it to the cases as convenient. Hire an employee and make their job to make candy only. They make single servings of random stuff, but they do a pretty good job keeping up. (I also feel like they more than earn their wage with this one). There is minimal clean up, but I have the owner sim do that. The pomegranate jelly beans and alien cotton candy are the most expensive items to make and sell. However, you can take the cost to make to almost zero by growing pomegranates and quill fruit. I have my sim with the maxed skill make a couple of big ticket items prior to opening and let the employee keep the store stocked for happy customers. Finally, if you buy sugar the cost to make the higher priced items decreases by a lot more than the cost of sugar. The employee does not use this stock from my experience. I usually get a grocery delivery of about 20 sugars and it lasts about a week. The candy store easily pulls in more than 5k simoleans after only being open for about 6 hours with very minimal effort.

Creativity would go up fast in the tent, children still can use it, and then I suggest watching culinary tv ;) and if Claire is high enough skill she should be able to mentor Penny when she is making candies. And of course, being inspired helps, maybe a lot trait for this moodlet?

to solve the problem of Claire & Mister pestering Penny while the candy shop is open, you could assign them both as employees with tasks that keep them busy in Claire's Wares, like just make pottery, paint, scrap crafts, Clean, & Repair...

I find it kind of funny how Claire is desperate to interact with her kid and her Penny is just like "MOM LEAVE ME ALONE. STOP HOVERING" considering how Sandalwood was as a dad to Claire 😅

You could allow people to make candy in the candy store as well by putting machines out on the floor. It would give them something to go in the instance that you do run out of candy to sell. The other thing that could be fun would be to have Penny do drawings, that will get her fun up and you could sell them on a gallery wall in the candy store.
