No- you shouldn’t date a friends ex or your ex’s friend. There’s 7 billion people in this world, you don’t need to chase after someone your friend dated. If you are going to go down that path, then at least ask your friend if it’s ok. And if they say no, respect that. How serious their relationship was is also a factor. If it’s someone they went out with a few times, they probably won’t care. But if it’s someone you know they were madly in love with, then keep your hands off. A true friend wouldn’t go after someone you dated.
