This man isn’t cheating nor is this sniper missing. This is an example of a rare phenomenon only exhibited by truly exceptional Tf2 players. See, this medic has mastered the source engines to the point where he’s capable of making such small, quick movements that it appears as if the bullet is simply going through him, when in reality he’s simply dodging it by nanometers. The human eye simply can’t process this quick, jolting movement and so it simply appears as if he’s a phantom.
