Reason it keeps spinning is because the shoes are seized on the two pivot bushes, they are rusted into the shoes and although the clutch did sort of engage the spring is not strong enough to pull the shoes back in. If you're lucky you will be able to press the pivot bushes out and clean them up. I say lucky, because the bushes are cast steel and can break, so can the shoes if not supported properly when removing the bushes.
