Ya, this is something I've questions about. Back when Xbox and Gamecube was released, people said resurfacing game discs ruined the disc as it peels off the outer coating and exposes the inner part of the disc and any additional scratches will be permanent including scratches in the center where all the data is stored. Has resurfacing become safer since then or is it the same issue? I always ask sellers if they resurfaceed the disc before I buy for this reason.

When I first saw the disc resurfacer I thought it was a modded game cube

You can polish games at home also, if you have a buffer. I did some this week and they look the same as the ones places “resurface”.
