I assume Toxin left because he didn't want to make another kodex after reviving Mulligan. So maybe he foresaw the incoming invasion which is why he and Mulligan said "Monsters"

In the comics every single symbiont in the movie with the exception of anti-Venom was a direct spawn of Venom.
They were all introduced in the comic Venom: Separation Anxiety.
In the movie though all the symbionts were stated to have arrived to Earth via a meteorite.
