"yeah no" = "yes i am certain the answer is no."

There are 2 other meanings:

1) "yeah {i understand your question/point}, no {the answer is no / i disagree with your point}"
So basically "yeah, i see what you mean... But no."

2) sarcasm/emphasising the no.
Person A says stupid thing. Person B says no."
Basically meaning "yeah, that thing you just said? No, that was stupid."

Canadian here - we will often say something like “yeah no, i get that” or “yeah no, it’s was kinda weird”. In this case both yeah and no are meant to agree and relate to what they are saying. Its similar to replying “yeah yeah” but i think “yeah no” is perceived as more polite. Also i find its more commonly used in agreement to something thats not favourable but you understand. Example: “i just moved here and there is so much snow!” “Yeah no, its quite nasty out here, eh”

It is also kind of used in the same way as shortened version of “yeah, I know” which could be where this use case comes from.

The most common way I use "yeah no", is when I use "yeah" as an acknowledgement of what the other person said, then "no" as a disagreement.

In German, we sometimes say "Ja nee" (which translates to "yes no") to say something like "no, obviously" or just "no, I really don't want to".
