Because it just opened in Disney World in New Fantasyland. It's the exact same ride, but with a different (and IMO better) exterior and queue.

Isn't there a tribute to 20, 000 Leagues Under the Sea ?

Well, it's a weird story. For some reason, imagineers saved water from the 20, 000 Leauges ride in bottles. Years later, when the Little Mermaid ride opened, they poured all that water into the pools of the ride. There's a video of the ceremony here. If there is another tribute, I don't know.

It opened a year and half ago at DCA. Why is this a big deal now?

It's funny because it's like they beta tested Little Mermaid in DCA first. You guys didn't have the weird CGI Ariel swimming on the ceiling since they figured out it looked awful and changed it to the much better-looking cartoon one you can see in this video.
