i looked it up apparently Vanessa is allergic to chlorine which is why she sometimes uses stunt doubles - sometimes she will film quick scenes like this that are only a few seconds and then get out which might explain the panicky face she has lmao

In the BTS, Vanessa openly admitted she couldn't swim at the time of the movie. Hence why she had a stunt double. Apparently the director Kenny Ortega wanted everyone in the final scene though. Hence the reason she's literally drowning

In an interview for the 2004 movie Thunderbirds, with Soren Fulton, she mentions that she is allergic to chlorine and doesn’t like getting her face wet. She also learned how to swim for the roll having been given lessons for the roll three years prior to HSM2 in 2007.
