In this video, A thin paper cup filled with water does not catch fire when placed over a flame because the paper cup does not become appreciably hotter than the water it contain.

When paper cup is heated containing water, water absorbs the heat coming from the burning source and thus prevents the paper from reaching its ignition point. Hence it does not burn. Water in the cup becomes hot instead. This is due to absorption of heat by water.

Full lab Activity Description is following:-

Aim: To show that a substance does not catch fire at a temperature below its ginition temperature.

Material Required : Candles (two), paper cups (two) and water.

Procedure:
1. Take two paper cups (100 mL).
2. Place some water into one of the cups so as to fill it up to one third of its height.

Observations:
(i) The empty cup catches fire and starts burning.
(ii) The cup having water in it does not catch fire and the water in it becomes hot.

Conclusion : The candle flame raises temperature of the empty cup above ignition temperature, therefore it catches fire, The heat given to the cup containing water is transferrred to water by conduction. As a result, temperature of the cup does not reach its ignition temperature. Hence it does not burn.
