If you want this without using mods, go to the national guard armory, quick save then enter. there will usually be a legendary, kill him and if you dont have a minigun load at quicksave. Do this until the legendary enemy has any legendary minigun, then load at the auto save. That way the minigun in the legendary enemy’s inventory will change effect. Do this loading at autosave until you get the explosive minigun

This and the explosive shotgun were absolutely nuts.

There are three drawbacks to take note about this weapon.
1: You can not use it in close-quarters-combat. You will blow yourself up to smithereens and die.
2: It is still a heavy weapon. It will take up space in your inventory.
3: It is still an explosive weapon. If you try to use it during a planned settlement raid, You WILL end up putting damage upon a fellow settler, And the whole settlement will attack you for it.

I once got a staggering minigun. Put a shredder on the end and fully ranked up the basher perk. Add in the heavy gunner perk. Perfection.
