It's not depend on what you killed near the skulk, it's depend on how much exp the mob drop after getting killed. the more exp it drop, the more skulk got generated.

When you don’t know that skill amounts have to do with xp drops so the player will at max drop 7 levels of xp. The ender dragon will drop 60 something
