Somewhere near the river Steve, you have to dig out a big hole for a pond, which will be used for irrigation....and you can also use it as a hazard near the hole. The codes for building a course is to have a self irrigation pond, so as not to interfere with the rivers course or water levels. The pond will always be full and even if you run through a long dry spell, you will still have water in the pond because it's the lowest part of the land and lower than the river level. You could also have a Horse shoe shaped pond around one of the greens and that could be your signature hole.

You should start a go fund me and do where your top biggest donators. Let’s say like top 10 or 20 donators get to do a ribbon cutting when it’s done and play it for the first time!

Stephen, before you get started too far on your layout off the holes, you might want to consider facing as many holes as you can (North to South) or (South to North) from tee to green. This will eliminate the late afternoon blindness of the Sun. I know it's not easy too do, but you'll be glad you did it when your out there playing. It's the same concept used when building football fields, North to South !!

Put 3 holes per green. Then you can have 9 holes and only put in 9 tee boxes and a 6 fairways (3 pars 3s, 3 pars 4s, 3 par 5s)

If you do bare bone Horse Track 18, $200k easy. With your followers, you can definitely gain investors, and like the Twins in Alabama, you could create a resort with swimming and fishing but mainly golf! Using the River and ground water for irrigation will the water back into the aquifers. Keep and eye on the chemicals for weeds, and other purposes, and you could also claim its Natures Horse Track. Put up a “Barn” and get an indoor range going with sims. Have one side where the doors can open and provide shade or porch for rain days.
