How to make a STARRY CLOAK with room for wings (I'm new to sewing)

I've never used a sewing machine but here we go!

Also here's some more info on the wings I created: the design of the wings are based off a cicada and the movable mechanics are based off of Fancy Fairy Wings & Things (she has some really beautiful fairy wings!)

I love the floaty-ness the fabric and the elastic was an awesome choice for the lacing

Super cute, innovative... It turned out fantastic! I love the idea of the elastic lacing holes. I'd love to watch the construction of wings, but then again, my feed is full of Morgan Donner, Rachel Maksy, and Bernadette Banner, who are all partial to shenanigans in sewing and random craftery.
