Here is charest in quebec: Charest left Ottawa in 1998 to become Quebec Liberal leader. This was the start of a yo-yo-like political period. He lost to the Parti Quebecois in the 1998 provincial election, won a majority in 2003, slipped to a minority in 2007, regained his majority in 2008, and lost to the PQ in 2012. In those three consecutive (albeit bizarrely strung together) mandates, he went through wild swings of love and hate with the electorate. Raising hydro rates and auto insurance premiums, imposing a carbon tax on businesses, initiating a demerger process for cities, hiking university tuition fees, and setting Kyoto Accord-like climate change targets on a provincial basis didn’t curry much favour with Quebec-based conservatives, libertarians and even fellow Liberals.
