Tesla's patent wasn't really for cold rolled steel, it was a alloying tweak to 300 series stainless. Nobody else would have used SS for a modern spacecraft, but it has unique properties where it gets stronger at cryogenic temperatures and can withstand high heat without going plastic, so a fantastic choice if you have the thrust. It is also orders of magnitude cheaper than carbon fiber and much easier to fabricate. That is the innovation of SpaceX, not cold rolled steel.
