without having wacthed the video yet (and you may go on to say it), but it may be a way for Macron, who has said he wants to push for this in the French presidency of the EU, to allow for further intergration and federation of the current EU, while allowing an out for countries which do not yet want federation inside of a parallel European community. It's not so much recreating the EU from scratch but accepting the current EU must move toward further intergration and so allowing a sub-category for the member states that do not yet want this.

I'm actually for another layer of the EU but on the other side of things. An inner circle where countries that are on bord with further integration can go down that path without being blocked by those content or even dissatisfied with the current arrangement.

I guess the difference between this and EFTA would be that economic alignment would not be necessary. Might be a good idea, but these countries can't get free market access then. Stil, there are other things in the EU.

Another reason to have a backup to NATO that countries can newly join is that NATO is a *treaty* that new members have to be approved by existing ones through their *treaty* approval process, which means going through the United States Senate.
