The reason why Hikaru said his oponent was hacking bc of the time was because, he probably switched tabs to stockfish. If he was moving fast he wouldn't have time to switch tabs and cheat. 0:46

Ive had bad signal sometimes. Ive played 40 moves with 15 seconds left, ive also played 7 moves wirh 15 seconds left while premoving every piece

For the endgame in the video, as a non-cheater, I would either sac the queen for the white pawn or park the queen at e8 then premove pawn promotion of either black pawns, eventually using a ladder mate.

Yeah finding complex moves in exactly 4 seconds but also taking 4 seconds for extremely easy moves is a common sign they're just using an engine
