Sanitizing a toothbrush is easy, just run it through the dishwasher with your dishes on your regular schedule, or when you're boiling water for oatmeal, ramen noodles, etc. just insert the toothbrush into the water.

I don't have a dishwasher so I just boil some water and soak my toothbrushes in boiling water and some hydrogen peroxide or some rubbing alcohol for about three to five minutes then I rinse them off and place them in a large Ziploc bag or I place a large Ziploc back over the toothbrush holder in my bathroom because when you flush the toilet germs spread if you don't shut the lid that way the ziplock bag covers up to toothbrushes so when people flush and don't close the lid you don't have toilet germs all over your toothbrush.

The last thing I would suggest is using ammonia. How is a dishwasher non-economical? it's running anyways, sounds like it's win-win to me
