Although it would have been intriguing to see Reeves join the DCU as Constantine, it's ultimately better for both the new DC Universe and Constantine 2 that the film is treated as an Elseworlds project.

This allows the DCU to eventually introduce its own comic-accurate John Constantine, potentially starting with a role in the upcoming Swamp Thing before leading into a full Justice League Dark movie. Meanwhile, keeping Constantine 2 outside the DCU offers greater creative freedom for the film.
