It is extremely rare outside of mount chiliad. I have like 1500 hours in this game and it has happened once to me. They do crash more often than that but right next to you is just unlucky

San andreas countryside was so nostalgic to drive around, they're so diversive and have alot of myths to them, you could stumble across an abandoned town or a small shack or even have a ghost plane straight up crash out of nowhere.

There was this time when I respawned at a hospital and a plane literally crashes into me exploding and all 🤣 I remember me and my brother dying of laughter. We still laugh about it today lol

This happened to me during a mission. A random plane crashed into the captain's cabin, where an old Asian man was sitting with a katana. I was just leaving the hold from where I was pulling out the prisoners. I heard explosions and the Asian guy trigger disappeared. I was a little confused until I realized what was what

Same thing happened to me once, except I wasn't so lucky as to survive the impact. lol
I was on top of Mt. Chilliad and decided to get down by foot for once, suddenly out of nowhere this mofo yeets itself right on top of me and I drop dead.
Left with an emotionless expression, I smiled after a few seconds knowing that I actually found it hilarious. Man I love San Andreas...
