Fleur Delacour is described in the books as part Veela, even though it is not explicitly stated in the movie. Veelas in the Potterverse are magical nymph-like beings with stunning beauty that have the ability to charm men. However, when angered, their faces elongate into sharp, cruel-beaked bird heads, and long scaly wings burst from their shoulders. They are also magical enough that parts of their body can be used as wand cores. In fact, Fleur actually has a strand of her Veela grandmother's hair as the core of her wand.

I think you see her grandma as a Grindlewald supporter in the third Fantastic beasts movie. The old lady trying to chat up Kowalski.

I’m Czech and the term Vila (veela) is a broad umbrella term for all minor female mythological beings (deities) they are often connected to a specific place/landmark like forests, springs, rivers, caves. There are specific names for different types of them like the famous river veela “Rusalka” which is also the title of Dvorak’s opera. Some can have good/neutral nature but some vilas can be malevolent - such are usually called jezinky or Zinky (zheenka). These are old Slavic mythological beings but we see some overlap with the later gothic and renaissance folklore when certain type of female spirits would inhabit castles and manors, those are usually nicknamed “bila pani” (aka White Lady).
