- Cyberdeck is The Tetratronic rippler and all the quickhacks are of Legendary rarity

May I ask, how do you get so many enemies around the city while being Endgame ready or fully maxed out, by the time I got all my legendary equipment and build done in any run I only have random groups of enemies around the city, but not enough to enjoy the build, is it a mod on PC or something?
