The Disk of the Red Cloud, or something very close to that name. It's from being exalted with Lorewalkers, they give flying nimbus ^.^

May I ask what mount that is by the way? Been meaning to ask haha.

Unless they changed it temporarily due to people farming these things so heavily in the beta, yeah they made it like that. Rare drop, on rare spawn :[
