Who had the best character development. It's really between Gohan, Vegeta and Piccolo. Gohan went from being a scaredy cat to a real man with confidence. Now he works at a normal job. It's even shown in the Dragon Ball Super manga.

Piccolo definitely has the best development. And his history is the richest. He went from a "demon king" while his half acts as earth's "god" then became goku's rival. He then became an unlikely ally. Then since Goku's death, he became Gohan's Master. He became a mainstay as a Z fighter. Once he visits Namek, he realizes that he's not a demon king but an Alien. Namekians is a peaceful species but he's one of the rare warrior breeds. Upon absorbing Kami, he now shares the memories of him as earth's "god". He also learned to drive before Goku and at some point the "Grill Master" in parties. Now he is once again relevant with a power-up that puts him within the Saiyans' League. Piccolo might even progress to become a "dragon king" given the Namek's history.

Piccolo is such an odd case like he had no time to be evil
He said once radditz is gone I will take over the world then he had to save earth from the saiyans so that he could take it over then he does because he likes gohan then he wanted to kill Frieda to avenge names and by then he was good
