For anyone wondering, this is the Olympia Stadium in Munich, Germany and it's not rare that there are people on this hill during concerts, because you dont have to pay but can hear the songs very well.

I live in germany 🇩🇪 and I know that stadium it is actually very nice and big some singers that are famous came here and there is always a wonderful festival at a friday they do fireworks that are very beautiful
