This is because it is a testing facility like portal, except they testing more with the personality of someone. Stanley parable is a first person video game actually it is not, it is a second person video game, you actually never play as Stanley you play as the guy of girl on the computer taking the stanley test, the other stanley you saw was someone else takeing the same test, they just got turn arround in the confusion ending. In the escape pod ending as you climb each floor you notice out the window of each floor it is always the same outside of stanley office you always see employee 432 desk so the office light is turn off because does people that where doing the test before are all done with the test.
