For anyone interested, here are the exact timings required:
Sion:
around 04:56 start W
04:58 start Q
05:00 W again
05:00 smite

Voli:
04:58 use E
05:00 smite

Jhin:
prepare traps starting from 02:00 on cooldown
05:00 smite

Syndra:
around 04:55 take scuttle
04:57.200 throw scuttle (this is estimated, it needs to be a bit after 04:57 when Syndra stands at the entrance of the pit)
05:00 smite

Varus: (stand right in the middle to reduce flight time)
around 04:58 start charging Q
05:00 release Q
05:00 smite

It took around 5 hours to get this record which was quite painful, especially with attempts that were really close.
If there is a 1/6 chance for each drake then you would have a 5.4% chance of not getting a chemtech drake in all 16 games.
