Tools and resources≠ Time. If an organization expects me to learn they will either have to make the time for me to learn within my working hours or pay me More than my salary, so 1.5 to 2x my hourly rate to use my Non Working hours to study. More so an increase in pay should also be reflected based on how much time I put into this extra learning.

In the end while I am getting tools these may not translate into any future jobs and thus the main beneficiary of this is the Organizarion/Company who gets to have a better Human Resource.

Thus Tools and resources are not enough, Time and/or Money are needed.
