Taking a Look at The 'Same Gmail OTP' Issue

The issue of Google often requiring the user to provide an one time passcode ("OTP" for short) is a common one on the Google Help Forums and across the internet.
It happens to users who need to verify themselves on a new device, perhaps because they do not have many/any verification options they can use.
To try to address this, I recommend that you do not rely on anything other than the official Help Centre articles for help. And, if you need guidance, to go to the official user communities, rather than a third party site.
This is what I, as a Product Expert commonly dealing with this type of question, normally write on the subject on those forums:
"When Google send a code to the very Gmail email of the Google Account being recovered, it is because-
• The user hasn't got enough verification options set up to verify themselves adequately, and-
• Google have to hope that the user has access to the Gmail's inbox on some other device or app, or is even forwarding to another email that they can access the inbox for.
One last tip- you can try waiting seven full days (168 hours, and not a minute less please) before you try again. It sometimes helps."
