As I see it, at least twelve to sixteen cameras facing outwards. You want two for each direction, so you can get stereo vision. That’s eight, just to start. Then, if those are all wide angle, so you can get full 360 degree coverage, you need to add at least two more pointing forward and two more pointing backward, in telephoto mode — to try to capture the license plates better. Then optionally two more on each side, also in telephoto, for the same reason. Then at least four cameras to cover all the interior angles.

Seriously, we need something like the Ubiquiti Unifi UNVR, which can handle up to thirty cameras at 2k resolution, recording 24x7, and store all that data for at least thirty days. If you need 4k resolution, you have to cut the number of cameras (due to bandwidth) and store all that data for a shorter period of time.
