If Sony would hve endroosed $400 Million to Naughty Dog instead investing into Concord. They would have made Factions 2 Online, with the $400 Million. Naughty Dog would hired more people to work on the project. Since Sony went all in on Concord I like to believe this to be the #1 of the reason why Factions Online was never made. I believe is was Bungie Sabotage Naughty Dog. My reason for this thinking this way is because Firewalk Studios has employees that used to work for Bungie. Also I don't think Factions 2 was ready to go, and Concord was already Availible so they endorsed Concord just so Sony could money back quick. Talk about a bad investment.
