Some business owners are known for putting their family on the payroll instead of the actual workers (who have ITIN instead of SSN, but might not file) since everything is under the table/cash paid. This way, their family can claim refunds at the end of the year without having worked for any of it. Sometimes, the fraud benefits others besides the owner.

This actually happened to me. Took me 5 years to fight the IRS to prove my innocence. The person I contracted with paid me $1, 200 for the week but reported $12, 000 to the IRS.
