That's called blue eye (protection eye) that is used a lot in Turkey to get out of bad luck and people who might bring bad luck.

In what I practice, the evil eye is negative energy or jealousy that can be passed onto someone even unintentionally (Ex: Someone is jealous of your job. They can unintentionally pass on the evil eye and make you lose the job, get demoted, etc) Wearing the symbol shown in the video protects you from that.
