The difference was that Biden sometimes believed in the US Constitution, Harris didn't. On September 12, 2019, in a ABC televised Democrat primary debate, Biden said there were only limited things that could be done on gun control, because of the 2nd Amendment. Kamala (giggling) said "Hey Joe, instead of saying 'no we can't' let's say 'yes we can' ". Biden said "Let's be Constitutional. We've got a Constitution!". Kamala responded: "HAHAHAHA!".
