Custom text effects in Unity with TextMeshPro, in like 130 seconds!

Really neat video. I wanted to do this for some pause menu button text, but I'm not sure if I should continue with code (because I don't know how to set up a Unity Event to make it only react when highlighted), or if I should just stick with using an animator strictly for the text itself. This option seemed like a lot more fun, but I'm not sure if I'm taking the right path. Any suggestions or help would be awesome though.
