being close to singular doesn't mean solution is going to vary drastically, it will only give numerical difficulties,
large variance of solution is related to condition number of matrix which can still be small if singular values are close to zero and also very close to each other, hence ratio will be small (considering 2-norm case).
if you listen to initial part of this lecture you may feel that singularity implies ill condition which is not true, singularity doesn't mean that problem is ill conditioned.
